Mission and Future Vision of the Mobile Innovation Centre
The Mobile Innovation Centre declares itself in the tender as an institute based on academic and industrial knowledge, of which professional profile, the research and development of the future wireless (3G/4G) telecommunication technologies, is unique in the world. Apart from it, the Centre has a special testbed that is suitable for testing and development of the latest mobile and wireless applications in a modern wireless communication environment. Our mission consists of the following main elements:
- Support of research and development in high speed mobile and wireless communication technologies including the technological issues of 3G and B3G (beyond 3rd generation).
- Subserving installation of 3G/4G mobile and wireless technologies and network services, installation of systems and applications based on them, and testing in an independent environment.
- Encouraging creation, development and practical application of the novel mobile communication technologies and services.
- Promoting close research and development co-operations between universities and industrial SMEs, sponsoring the small companies founded for development of mobile technologies and services.
After the end of the first development period the Centre has been participating in several EU-initiated R&D projects, earns income from domestic and international financial resources and the MIK ensures the operation by its services, tenders and R&D contracts.
Regarding a longer period the Mobile Innovation Centre intends to become a regional R&D centre in its research field and tries to motivate the international high-tech enterprises in settlement and capital investments in Hungary. By this activity the Centre contributes to improvement of the general Hungarian technology level, creation of new workplaces and overall economic development of the country.
Overall Goals of the MIK, International Comparison
The comprehensive goal of the Mobile Innovation Centre is establishing a world-class scientific and technological innovation centre in the university.
The participants (persons and organizations) of the project have established the Mobil Innovation Centre in order to create the most modern and comprehensive B3G research and development environment and testbed in the field of mobile and wire-line telecommunications. The essential task and field of operation of this organization consist of the following main elements:
Support of research and development in high speed mobile and wireless communication technologies including the technological issues of B3G (beyond 3rd generation).
Elaboration of an R&D environment that enables of working on high-tech topics. Therefore the Centre intends to make R&D profiles, which are individual even in international comparison and are not used anywhere else at all or only in some cases but it can organically be integrated to the main stream of international R&D activity. By the elaboration of this special image the Centre intends to make an attractive environment for experts from other countries. Also an important element in the mission of the MIK is the international co-operation and the international harmonization of the professional activity.
Subserving installation of 3G/4G mobile and wireless technologies and network services, installation of systems and applications based on them, and testing in independent environment.
Based on its wireless communication environment, the testbed, the MIK ensures various services for domestic and international research groups, companies and enterprises that allows of development of mobile and wireless technologies and applications and their istallation. By the installation and test of the new systems, devices, applications and services the Centre contributes to widespread usage of 3G/4G technologies and let the mobile operators, content providers and vendors achieve practically useful and economically valuable results by the usage of the testbed. An important aim of the Centre is the integration of the testbed with several other testbeds with similar capabilities in an international test network.
The Centre innervates creation, development and practical application of the latest mobile and wireless communication technologies and services.
The Centre assigns highlighted importance to developments that create new economically efficient, actually customized services and applications in modern mobile and wireless communication systems. The Centre also assigns highlighted importance to elaboration of a development (mainly software) environment that enables as many researchers, developers and enterprises as possible to join development of mobile and wireless services.
The Mobile Innovation Centre provides experimental playground for universities, industrial parties and small and medium-sized enterprises for their close research and development co-operations.
The MIK works in direct co-operatons with R&D partner institutes in rest of the projects. The co-operation of the universities and ICT enterprises has essential importance in daily work of the Centre. Besides, the support of SMEs working on mobile and wireless technology developments is one of the MIK’s priorities. Therefore it tries to evolve attractive and inspiring intellectual environment, it involves high-qualified experts (graduating students, PhD students) and ensures test and development infrastructure for small innovative start-up and spin-off enterprises. In order to increase the number of young high-qualified experts the MIK helps the education and research of tecommunication and information technologies in partner universities.
There is a dozen of greater or lesser testbeds that are aimed at installation and maintenance of B3G telecommunication networks. Among these the CREATION PROJECT comprises nine European and nine other international networks containing various hardware elements and applications to a common network.
Motivation of Establishment, Professional and Economic Reasons
The installation of third generation mobile telecommunication systems with multimedia capabilities has finished in the last few years in European countries. The international research is focused on the B3G and 4G systems, moreover their installation is in progress. Research on mobile and wireless telecommunication and information sytems and services has emphasized role in both the EU R&D programs and the USA scientific subsidy systems.
Similarly to the Internet the latest systems offer packet switched transmissions and on-line network connections. Due to the evolution of the mobile and wireless communication technology the networks contain multiple access technologies (GSM, UMTS, WLAN, UWB, Bluetooth, WiFi, ZigBee, WiMAX and wireline xDSL, FTTx etc.) and their coexistence is essential. One of the main challenges for the new generation of mobile and wireless systems is ensuring interoperability, i.e. integration and co-operation of the various technologies. The future telecommunication systems focus on their users, group services by the user demands and they implement their applications in order to achieve maximal user satisfaction and install open and flexible networks for the same purpose.
The Centre intends to work on scientific and technology related questions and to contribute to the solutions for problems arising in the future heterogeneous mobile and wireless networks and to also contribute installation of 3G services and B3G mobile and wireless technologies and development of modern applications in these networks.
The Lágymányos Infopark and Science Park in Budapest ensure a quite good location for the Centre, of which neighborhood IT units of three universities (BME, ELTE, PPKE), research institutes, many innovative SMEs and multinational companies are situated. Similar mobile and wireless technology centres only works in developed countries (e.g. Sweden, France, Germany, USA).
Besides the research purposes the MIK intends to make its testbed accessible for producers and distributors of the telecommunication devices and partner domestic companies who develop telecommunication applications. These partners can perform tests without investing in a complex testbed, therefore the services of the Centre contribute to the improvement of the competitiveness of domestic SMEs and expansion of such innovative developments. Our further purposes are establishment of new international co-operations, joining EU research projects, exchanging researchers and maintaining contacts with project partners.
The offered R&D environment, the testbed and results of the R&D projects based on them are expected to utilize in many scientific fields.
Role of the Centre within the Hosting University
The Centre is based on co-operation of universities, enterprises and other organizations interested in scientific research or innovation. An important roles of the Centre are the concentration of human and financial resources, making co-operations between R&D and economic sphere and the regional effect. The Centre has significant industrial background in its professional field, and there are important industrial companies among the partners, that motivate the R&D activity and are the users of the elaborated R&D results and technonogies.
The Centre operates as a separated financial unit within the hosting university. The other interested parties , research institutes, enterprises and other organizations are associated with the Centre in the Consortium Agreement. The leader institute of the consortium and the coordinator of the work is the University, which hosts the Centre. The Centre conducts the rest of its R&D and innovation activity geographically localized, in the gestor university and its close surroundings.
The Mobile Innovation Centre is managed by an expert with the proper leader capabilities (the managing director). The general supervision on activity of the Centre is ensured by a board consisting of famous researchers, industry experts and representatives of institutes interested in regional innovation, and a member of the sponsoring institute participates. The Centre has professional (research and financial) management and administration system in order to ensure the efficient operation.
The R&D activity of the MIK includes basic and applied research, experimental development, experimental testing, technology transfer and education, training and scientific junior education. The Mobile Innovation Centre has a well defined and focused professional profile. The Centre achieves its purposes, which are defined in MIK’s strategy, in research and development programs being in harmony with the regional economy development concepts. The R&D programs and sub-tasks are closely related.
The Mobile Innovation Centre conducts its activity mainly based on the human resources of the universities. Its complex activity is in general relation with the university education, research and scientific junior education activities.
Therefore the Centre has several important tasks in the gestor university, which are:
- Geographic concetration of financial and intellectual resources, collection of critical mass regarding the knowledge and experts in the universities and in the region in the field of the advanced technologies;
- Involvement of graduating and PhD students in the research and development, creation of new jobs, employment of junior researchers (pre- and postdoct);
- Acceleration and enhancement of knowledge and technology transfer between universities and enterprises, facilitating the application of R&D results and their financial exploitation;
- Establishment of an innovative environment that is suitable for close co-operation of researcher institutes and regional companies, development and testing of new products, technologies, services, methods and applications;
- Supporting innovation activities of regional SMEs, supporting and incubating of establishement and operation of knowledge and technology intensive start-up and utilizer spin-off enterprises;
- Establishment of university innovation centres and regional innovation cluster cores;
- Motivation of settling high-tech enterprises, R&D institutes, and foreign investments.
